Validates an existing system and returns whether it is ready to be initialized.

Validation checks include:

• Duplicate name detection within the account
• Provider availability for the system type (a loaded plugin must supply a provider for the type code)

Returns success: true and a confirmation message on success, or success: false
with a descriptive message on failure (HTTP 400).

Requires read or full permission on infrastructure-system.
