Creates a Storage Volume

post https://{serverURL}/api/storage-volumes

This endpoint allows creating a Storage Volume.
Only certain types of storage servers support creating and deleting storage volumes, such as 3Par and Isilon.
Configuration options vary by Storage Volume Type.
