Retrieve the option lists used to build an affinity rule for a cloud — selectable VM Groups, Host Groups and Servers — along with the supportsCombinedRules capability gate for the cloud's platform.
For a cloud whose platform supports combined VM-to-Host rules, this also returns availableClusters, which backs the cluster-in-cloud picker: a cloud-scoped rule must be narrowed to one cluster within the cloud.
